Because then it would be practical. The double ended lightsaber Maul used had such a short handle that there was no way to make horizontal swings without cutting himself in half. It looked cool but it would be all too easy to beat in a fight.
There had never, NOT EVER, been a battlefield weapon with a short grip and a long blade on each end. There are ones with a spear point on top and bottom (madu) and ones with a dagger on the bottom (Chinese hook sword) but even they were rare. It's just not a practical weapon.

What Maul started with was essentially a long-handled greatsword. A longer version would be like a zweihander with ricasso, so about 5-6 feet long and half handle. That's better than a Maul light saber but still not very practical for one on one duels.

Obviously the "light staff" would have to be un-choppable or at least very tough. Light sabers don't always chop through everything, as seen in ESB when a half-power strike only burned Vader's arm and in ROTJ when Luke's saber bounced off a cable. Even if were cuttable, with effort, it's better than a kill-yourself weapon like Maul's.

It would be vastly safer to use. The entire point of a staff is that you can use it as a club by holding it at one end or grip it towards the middle and use both ends. A since ended light spear would be more practical than a double ended one, but the discussion started when the double ended one came up. And unless you can make the shaft hard to cut with a light saber, you end up back at the normal-type sabers anyway.
