Because most Imperials we see are wearing helmets, genius. There probably are aliens, we just don't see them.

This is just down to the technology of the time. There weren't many ways to do non-humanoid aliens with practical effects in the 70s and 80s, and CGI was still developing when they made the prequels. It's become the norm to do this in Star Wars because of that.
