Scrubs is especially guilty of that, but there's a reason for it.
When they're shooting, they are doing numerous takes, and when they're in a food / eating scene they often have spit buckets for the actors to spit out bits of food between takes if say they're taking a bite out of a cheeseburger.
Often though instead of eating at all they just have the actors hold the food and talk instead because it's better than having to bite and spit out food constantly.
