The first Death star proubably had a lot of engineering kinks that had to be worked out. Production lines for parts, getting the gaint ass crystals for the superlaser to work right, getting standardized parts from all of your contractors synched up, supply lines, infastructure, let alone planets worth of paperwork.
Once the infastructure for such a massive project was worked out, I imagine building the next one wouldnt be as much as a hassle even though it was larger. They already had the systems in place to build massive battlestations, so instead of figuring out how to do it they could just do it.
As for Starkiller Base, maybe it would be easier. Instead of boosting building materials into orbit they could just use them in-situ on the planet. They didn't build the entire planet, just the machenery inside of it.
