I think the implication is that Palpatine had Dooku order the clones while pretending to be Syfo Dias.
Not really clear why that was necessary at all since Dooku is a jedi anyway and a prominent one at that.
These Kaminoans apparently don't have any communication with the outside world since they'd be able to verify who Dooku is almost immediately.
But anyway, Dooku places an initial order and once the war begins the republic has no option than to continue producing clones and in large numbers.
This is all super retarded since if some lone planet can produce enough clones to wage a galactic-scale war why doesn't every other system just make their own clone army or even a droid army since those were even cheaper.
Not only that but the Kaminoans apparently had entire star destroyers made with troop carriers and fighter craft ready as well.
Generally the armies in the prequels seems to sprout out of nothing.
A far better option would be that the threat of separatists' disposable droid armies makes the republic (through the "suggestion" of Palpatine) start to replenish their army troopes with clones more and more. At the end of the civil war most of the republic's army is clones and it would be easy for Palpatine to trigger order 66 then.
The Syfodias thing is merely a plot misdirection.
If you're watching the movies in numerical order then it's not yet clear who Sidious is and you're supposed to be left guessing where the story will go.
As someone who's watching it for the first time it plays out like a mystery story before the empire happens to the republic and the fighting is done more overtly.
