It doesn't work that way. The higher the quality the more sophistication it takes to appreciate. Appealing to the masses reveals that the work has a low barrier to entry and thus a low artistic ceiling of quality. I don't think even Scorcese at his most egoistic would agree for a second. He's a film fan before a filmmaker and he's no illusions of it. He's the archetypal New Hollywood homage artist. He's a Godard, a Tarantino, a Paul Thomas Anderson, -- not bad by any means, and more innovative than most of his ilk, but he makes entertaining love letters to the cinema and little more.
Taxi Driver, Mean Streets, The Last Temptation of Christ - all good movies, but not great.

It has got nothing to do with the enjoyment of others, the very fact that the media in question is able to be "enjoyed" is a criticism inherent to the media in question. Scorsese's strength and weakness is that he's not an auteur. He's a chameleon, that can make many types of pictures in relevance to his interests, and his second to none understanding of cinema history has him mining elements from stuff almost no other director would even consider drawing from, but not one of his films has his "voice" emanating trough it. Even at his most artistic, he's more content in entertaining than elevating the medium in which he's working. And that's fine, but I don't think there's a single picture he's made that you could confidently say couldn't have worked without Scorsese at the helm.
