He'd basically return to his full strength, which during the Third Age would have been a very bad thing. There's isn't anything as powerful as the Numenoreans or Gil-Galad and the Noldor to stop him, just a bunch of weakened kingdoms of men and a few groups of elves and dwarves. Not to mention now he has the Easterlings and other allies. But as far as actual effects goes, he'd likely return to physical form and his forces and everything that was created by him with will become much more powerful, maybe almost invincible.

Eventually Sauron or the Nazgul would find it. What a lot of people don't realize is that Sauron didn't necessarily need the ring to win, his victory was pretty likely either way, it's just that with the Ring his victory would be certain, and if it was destroyed, his defeat would be instead.

Elrond would get corrupted, I don't know why anyone assumes otherwise. Same thing with stopping Isildur, if he had stopped him, the moment come, he probably would have taken the ring too.
The ring was destroyed thanks to Gollum greed, if Gollum hadn't followed them, Frodo would have kept it.
