First Form Cell was pretty spooky. As a villain it was interesting seeing them try something new with him. He WAS outclassed by Piccolo in his induction so having the main antagonist be this sneaky fucker who Piccolo probably could have ended was interesting, especially for a show like DBZ.

Bulma was a good dragon ball character who couldn't quite make the transition into Z. Her status as a supporting character quickly declined simply because she was not powerful enough to warrant any notable appearance.
On top of this, Krillin's second death is important because it tied the series together. The death signifies a notable correlation between DB and DBZ, having Goku unable to control his emotions and acting to the extreme (hunting down and killing Krillin's assassin vs becoming Super Saiyan).
After this, the series should have ended. I liked the cool shit that happens later, but the Namek saga had the perfect ending to which no other saga seemed to compare (goku became the most powerful being in the galaxy and didn't die).
Keywords are "didn't die". Goku was not defeated and became a champion in life rather than a hero in death. Goku just wanted to beat some dudes, so killing him just takes away his character (for an ending).
