You're not making anything that even comes close to looking like a modern tentpole level blockbusters for 10m. You could make something like the film Last Shift I saw on netflix the other night.
main actor was some chick who has been in bit rolls for years. Creepy closed down police station. Entire vibe is creepy shit going on and that's about it. Just have the budget for large crowds, CGI or location.
Circle is another netflix film that one could do on the cheap. It has some CGI but it mostly it was people just standing around in a room the entire time. Only even kind of known star was Julie Benz.

You would do a post-romantic movie where a chinese boy sees a blonde european girl on a subway or train or something and falls in love with her say ~1980s. He grows up to become an artist and she is his ephemeral muse. His work takes him to Paris, where a chance meeting in a coffee shop with his dream girl happens. She takes him on an authentic tour of the city, visiting an old cathedral, some dusty out of the way streets, scene with pidgeons nesting on a rooftop and some old women hanging their washing up. They never speak a word to each other, simply exchange smiles and hold hands.
The twist is he has a pregnant wife at home and he cannot be together with the girl. The grand opening on his art show, the girl shows up and is shocked to see most of the art is of her. Cuts to our hero, he at the airport, waiting to board a plane back home.
Cast two famous chinese actors male and female, cast an unknown beautiful european girl in her mid 20s, shoot in Hong Kong, Beijing, Paris, some tracking shots in major airports, some subway/metro shots.
