Voyager's pilot showed promise for an absolutely amazing show. Then we got reset button and a bunch of other undeveloped characters (Harry Kim?) and bullshit.
Ironically it is one of the most comfy Trek shows, which I suppose is precisely why it failed its premise.

Enterprise's quality is an inversion of that graph, so ratings don't reflect shit except how many eyeballs are on at the time. which of course is important for advertising. Yeah, like there's just two sides to this, the evil executive who incompetently runs the brand and the genius creatives. As I hear it, TNG and DS9 both flourished and were genius because of the not-unlimited freedom the creatives had in arguing their case. Gene had some fucked up ideas that even the other creative people weren't onboard with. Unrestrained Gene would be like unrestrained George Lucas.

Of course not. An executive or other money man has some preconceived idea and decides he knows what's best instead of listening or even initiating any studies, even while such hard data is used as an excuse to destroy everything including great quality.
I think it's also important to note that Enterprise started weaker than Voyager, so at least according to that graph I can understand why Enterprise might have gotten the plug pulled early, if it did. It sure as fuck had enough seasons, most of them full of garbage.
I wish someone would make something like Babylon 5 on an independent budget, released on the internet. I want quality again. There's so little genius out there. I'm watching damned cartoons just because they're mediocre instead of the sea of horribleness. and it's not like it's different for books.
