The special editions were just VFX tests for the prequels, he was getting ILM some CGI practice. Of course it didn't hurt that he really didn't think very highly of the original movies and was more than happy to fuck around with them and make just baffling dumb changes.
However the worst shit in the whole new Jabba's Palace is the CGI dug just strolling around for no other reason than to tie that movie into the prequels.
