As someone for the area where Hank is supposed to reside I'd say to a certain extent. Most people are as well meaning as Hank though, a lot of Texans are generally assholes and ever since Hurricane Katrina we've gotten an influx of black people who have generally made certain parts of Texas shittier.

Yes. However, Texas has had such a massive and sustained influx of people from other states and other countries that the dynamic and atmosphere you see portrayed on KOTH no longer exists except in a few gated communities full of old people.
