The Golden Globes are given out by the hollywood foreign press association, which is essentially a few dozen drunk critics.
The Emmys are given out by the television academy, and are voted on by people who work in TV.
Additionally, if you want an Emmy nomination, you have to make a submission in a specific category, whereas the Golden Gloves are arbitrarily decided by the voting members of the HFP - this is why Christian Bale is nominated as best supporting actor in SAG (because that's the category his producers submitted him for) and best actor in the Golden Globes. Same as Rooney Mara.
