I'm not so much a fan of the "one episode wonder" characters that we're supposed to feel bad for. How quickly they have to introduce them to us, try and make us sympathize with, and then get rid of and make us feel feelings doesn't work. Even two episodes would be better. Like, season 2's Scatino guy who is featured in one episode heavily but then makes appearances for the next few. I felt way more bad for him.

It sucks that all these shows that people try to show me, like Mad Men and Breaking Bad and The Wire, the characters aren't that great. They have like one really good guy, then a bunch of supporting ones who don't bring anything, and maybe a decent antagonist type guy.

Walt was cool, but he carried the show. You couldn't show me a Sky subplot and have it be interesting like you could with Carmela. I enjoyed AJ and Meadow a lot more than Walt Jr. Any of Tony's guys like Paulie, Chrissy, Big Pussy, Silvio, even Eugene or Vito were far more interesting than Jesse, Mike and Saul. They cared more about keeping you watching through exciting cliffhangers and "epic plots" rather than genuine interest in these characters interacting.

Mad Men has great characters and is the anti-thesis to plot/cliffhanger/epic moment shows. Don, Peggy, Roger, Pete, Sally, Betty and Lane are fantastic.

The characters in The Wire are mostly simplistic and just vessels to convey that season's themes. We see them in very few situations except at work, to show us their reactions to dysfunctional bureaucracy (the totality of the show's themes). They mostly aren't fleshed out lifelike people to even close to the degree we see on The Sopranos. They are their to help beat the viewer over the head with the season's themes.

Carver, Prezbo and Daniels have satisfying, albeit simple arcs, and are good to watch, but they are much more like cartoon and less like people than then main 6-7 characters from The Sopranos.

the characterization on the Wire is and has to be a hell of lot subtler than Sopranos' being that the show doesn't revolve around a character's life but a city's life.
i wouldn't call the characters' reactions to dysfunctional beaucracy the totality of the show's themes just like i wouldn't use any one of the Soprano's taglines ("Family. Redefined.") to describe the show's themes.
it obviously goes deeper than that. where i think your bone to pick lays is in the time the shows' creators take to spell out the little things. Simon doesn't make it easy to see the things that define a character because biases of good and evil don't exist in his world. Chase is less subtle, but then he's not painting a picture of a city, but a man.
both of the shows' characters are still characters, and written damn fine. it all comes down to what you'd rather look at them through, a magnifying glass, or a microscope. you'd get a nice gander through the glass but you'd miss all the intricacies under the scope.
