It's an early screenplay draft problem. Overly explaining things as you are coming up with them in order for them to make sense logically.
Then, you cut the fat and make things more compelling to the reader, director and the audience. It's pretty clear that nobody was there to edit Lucas, to tell him to "kill his darlings" before going forward with the final screenplay draft. And that is arguably the prequels biggest fault, despite being "years in the making", they were clearly rushed and ill thought out.
