The story was originally conceived without aliens, it was strictly a cabal of Admirals trying to take over the Federation.
It was written as a parable of Iran Contra (remember TNG started in 1987)
Rodenberry was aghast at this.
For him Starfleet and its Officers were perfect and do not have conflicts.
They would never do such a thing.
Never mind human story telling going back to the first recorded story Gilgamesh has been about some sort of conflict or other and a story about perfect people with no conflict would be rather boring.
Kind of like the first two seasons of TNG.
So the story had to be rewritten to introduce Alien parasites.
And as the story was developed it was decided that these aliens were to become a reoccurring foe.
Because many felt the first season was very lethargic with no antagonist and the Ferengi proving laughable.
But the insertion of these aliens ruins the stories parable.
Instead of cautioning about our own military and intelligence unchecked powers, the warning is about insidious outside forces corrupting our purity from within.
