Remember how Lou says "I haven't seen anything bad since Season 2"?
Well, they couldn't really do anything between the time periods because of that. It would undermine the gravitas of events.
They could either go further back than S02, or go further forwards than S01.
IMO they made the right choice. If they have to do a S04, they can set it during the prohibition or something, or maybe the Gerhart's rise to power.
