Bear in mind, costumed heroes are much, much rarer in the MCU than in the mainline Marvel Universe. There isn't a lot of wiggle room for someone to be a retired cape that no one had ever really heard of given their narrow circle and the attention SHIELD gives people who might be "gifted".

Nothing to do with Agents of SHIELD (which has been a great show since the latter half of season 1, fuck you very much), Iron Man, the very first installment of the MCU, made it clear that SHIELD was keeping watch on people with potential abilities.
