If you want a serious answer, it's because of the generalization of the action genre.

20 or 30 years ago, action movies were generally made by directors known for action movies and starred actors known for action roles. They had experience and training in how to direct action scenes and how to perform them. You had crossover between other genres, but it was slower and most of the time was the action people trying to get into more serious works.

Now it's the opposite. Actors and directors known for comedies and dramas are thrown into action movies because they're popular at the time. To give an albeit extreme example of the ignorance within Hollywood of people who've never done action before being thrown into a big budget role: Emilia Clarke in Terminator Genysis. Even though she's been working on an action intensive show (which because it's big right now is the whole reason she was cast) because she was isolated from it, she literally did not understand that modern action still involves some physical action and running and gunning, and isn't purely just standing around and doing everything in CGI.

The result is action scenes that, if you edit it in the older style that emphasized clarity, it just wouldn't look good. So these directors copycat styles that did originate from actual action directors like shaky cam and hypercutting. These techniques have a place if done properly, but these new directors don't understand them. They just use them because everyone else does it, and because it gives them opportunity to use editing as a crutch for what they couldn't actually get right on film. And because one the motivations is just using it because it's what's in, you then have a bleedover to where it's spread from action scenes to just dialogue scenes, where you now also have shaky cam and rapid fire cuts (though I suppose you could say that's also to distract from something, the generally weak dialogue and performances).

This is one of the rare instances where shaky cam is actually done well. The scene is meant to be distracting so it takes a few of seconds to make the connection that theyre in France so you get that "oh shit" moment. Kind of like those "when you see it you'll shit bricks" pics
