Is he clearly the weakest professional final opponent that Rocky faces? Rocky only lost to him the first time because he had grown soft and was unprepared. During the rematch, Rocky beat him in the third round. Every other fight has Rocky and his opponent going the distance.

Balboa was meant to be a serious movie like the first two Rocky films. Having Lang/Drago/whatever just show up for no reason would be cheap.
They didn't even use Mickey/Adrian flashbacks that much. They obviously wanted the movie to stand alone.

I wanted to see him in Rocky Balboa. As a color commentator for ESPN, give him sort of a George Forman story where he got over his anger and became more affable but still with that singular personality that makes for great TV.
Just two scenes, one with him on a show saying how he could kick both the fighters' asses, then in seriousness saying he thinks Rocky would win. Then one last scene before the fight just saying "hi" to Rocky with a quick little "water under the bridge" scene between the two of them.
