She-hulk isn't a timeless tough girl, she's a product of the late 80s, she embodies a female ideal that has since then disappeared or been rendered unrecognizable.
They could have pulled it off in the early 90s by casting someone like Cory Everson in the role but now it's hopeless.
Sure, there are still buff actresses, but they don't have the same type of charisma as She-Hulk, they're too obsessed with being "buff but cute" instead of just being badass and beautiful, they don't have the same physique, and most importantly, the aesthetic, the fashion style that gave birth to She-Hulk is now dead. So they'd try to replace it with the boring trends we now have and it'd just end up negating what makes her unique.
At best they'd make her wear a basketball-textured low-cut leotard, and it'd already be a terrible choice. If Shulkie doesn't look like she just stepped out of an episode of Flex Appeal, then it's not Shulkie.
You can NOT have a She-Hulk who wears yoga pants and looks like a tougher wiifit instructor. But that's what they'd try to turn her into.

With The Hulk you've got a scientist man who was repressing his anger his whole life, which resulted in a monster which grew stronger the angrier it was, which in turn made it beefier. With She-Hulk you've got a mousy and rather shy woman with lawyer ambitions, which resulted in an attractive, tall and imposing "monster" capable of getting the attention of anyone.Fuck the red hulks.

I think there's still a long time until they do anything with She-Hulk, they'll probably have Captain Marvel, Spider-Woman and Ms. Marvel first. So, no She-Hulk until at least 2022. So, while Biel is not a bad choice, I think she'll be too old by the time Marvel starts making this flick.
