The shelters from WW2 would have been useless against a nuclear weapons. They were not deep enough, and not reinforced enough. Only the ROC and the government were provided with shelters to try and ensure continuity should nuclear exchanges begin. It was deemed that the country would be so devastated by nuclear war with Russia that it was not deemed necessary to provide protection to the public.
