If you're talking about what would make since story wise or what would have fit into the premise of the movie. They should have had used Wade Eiling (Maybe they couldn't or didn't want to because he's already on the Flash TV show). He's an angry military general (another reason maybe they didn't use him considering the first movie they don't want to do anything that makes the army look bad) that subjects himself to experiments to basically becomes a Hulk like creature but he retains his personality. Lex Luthor could have used his prejudices against him and talked him into volunteering for the transformation for the good of the country or whatever.
It would have furthered the mistrust the government has for Superman or super powered beings. It could have showed that they have programs in place to deal with them and been a link to the Suicide Squad movie. And it could have been another showing of just how manipulative Luthor can be. Even if the stuck with the Zod being the base for the powers you then have an opening for mixing Kryptonian and human DNA that could lead to Bizarro in future movies.
Didnt Doomsday come from space? All I remember from the actual comic was that frame of him crushing the bird in his hand.
