Im not really sure. My guess is that parents worry that if kids are exposed to sex and nudity too early or when they are just hitting puberty then they will be more likely to start fucking at a young age.
The age of sexually active teens seems to be getting lower, and I can only imagine how it could be if sexual content and nudity was more common in America.

It goes back to pre-WWII era when Americans practiced something called the "free range childhood". basicaly they never paid any attention to their kids and let them wander around the neighborhood or local environs at will. All education was done by the schools, all moral instruction was done by church and the cultural mores that permeated society at every level. When the culture started becoming more libertine and less religious starting in the 50s, Americans were unable to respond in an effective manner as their traditional parenting methods became obsolete. Americans sense sexuality in media is threatening because their culture has basically no defense against it. In a sense their fretting over nudity in tv shows is odd since the damage is mostly done at this point, but the same could be said of a lot of social conservative causes that americans still cling to.
