The notion of tribal blacks seems to have been common in earlier adventure literature that Gene may have been channeling from his youth. But it's a bad episode for other reasons. To get this vaccine ingredient from the Ligonians, Picard is apparently willing to go to any length to appease their cultural sensitivies including having his chief security officer submit to a humiliating trial by combat for the opportunity to become the chief warlord's rape doll. At another level, however, the Ligonians are practitioners of a highly formalized culture that gets forgotten in light of their rapeiness. The end of the episode features a peaceful transfer of rulership based on a legal technicality that the outgoing warlord doesn't even bother to challenge, due to his firm belief in rule of law. The episode also has a badass fight arena set with glow rods.
