No, Keaton has been the best so far.
He's the only actor that realized the entire concept of Batman and capeshit was goofy, so he responded by giving a more stoic performance. Keaton let the suit and his presence do the talking. He went to the screenwriters and removed most of his own dialogue as Batman realizing that the more he spoke, the less intimidating he would be. He took a more reserved and stoic approach.
He's the only Batman that doesn't look or sound ridiculous. You can tell all the Batman shots for the first two films were planned for extensively, from the lighting, angles to cinematography. Basically, they made sure he never looked goofy. The others have hammed it up trying to be "superheroes" instead of damaged, introverted psychotic vigilante like what Keaton went for.
