Many of them are good but they make shit films, the problem is with screenwriters/screenplays. Directors generally have more say in Spain than producers, so they take absolutely terrible scripts, or even write themselves without even knowing how to structure a fucking scene. You end up with decent directors directing unbearably shitty films.

Spanish cinema barely took off creatively before the 1970's-80's (and even then... meh). Before that you had a very low output, even lower before the 1950's, and anything that wasn't those andalusian folklore films or extremely crusty and old-fashioned comedy (which nevertheless left a couple of gems) stood out. Berlanga stood out more because he was surrounded by absolute shit than because he made above-average films. Take one of his most acclaimed films, "El Verdugo". All it's about is some guy who is set to become an executioner because it's the best job he can hope for, but he rejects this at first, only to accept it eventually because there's no way out. It's a very basic film, well made, sure, but nothing that stands out above any decent american comedy from the 40's, "Sullivan's Travels" comes to mind as an acid comedy like that. The only thing that stands out about El Verdugo is how it represents the death penalty, which was somewhat of a taboo issue although the censors couldn't really say anything since it was a standard procedure.
In general, the biggest appeal in Berlanga films is how he was always at the edge of what censors would allow, but consider that censorship in Spain was all the way into the 60's and 70's way harsher than the production code ever was. Being on the edge of censorship in Spain meant being extremely bland for a non-dictatorship western viewpoint.
But hey, keep thinking one gets to understand cinema without ever studying anything related to it, it's amusing.

You should watch "Los Tramposos", a classic spanish comedy from 1959. I've always found this to be a grossly underrated film, it's a parody about the typical spaniard trickster characters ("pícaro") who eventually gets what's coming to him. Through comedy and a familiar, somewhat traditionalist appearance it eventually evolves into a harsh critique of this trait of the spanish character and the technocratic regime of the time. However, this will go over most people's heads, since they either think that a screwball comedy can't be deep, or they haven't even heard about this movie because people don't jack off over it all the time over the internet.

Michael Haneke is a sermonizing infantile crybaby who makes well-produced but spiritually dead parables about how he thinks the world is this horrible unflinching desensitized place.
