When i first saw this movie title i thought the protagonist would travel back in time to the 1860's to fight against the confederates or something
the villain - Baron Zemo in this case - like many Marvel movies.
he's going to come in late in the movie once Cap and Tony are friends again and lose to teamwork.
Well...aren't we getting Avengers 3 where they fight the purple chin guy and his shiny glove?

The vigilante part of it seems to be so far disconnected from the actual movie par tof it. Like, Iron man, Cap, Black widow, even Thor to some extent seems to operate in this authorized grey area but then when you add in shit like the based as fuck Daredevil series and the below average Jessica Jones series, it brings a lot of stuff into question. Like, Is the registration act just in response to the fact that metas keep cropping up out of nowhere the US government can't control them? Its just like the powers at be stumbled onto this shit and for what seems to be no real reason at all, Iron Man is all about it.
This is why I think house of M should have been the big Xmen story line instead of the time travel retconning Days of Future Past stuff. The civil rights parallels of the Xmen are so much more clear cut and exact that its hard not to pick up on exactly whats happening.

Also, as much as we can dislike that movie, it plays into the "everyone wants to recreate a powerful weapon" concept pretty well by trying to recreate a supersoldier which is actually a great theme in the MCU overall. For example:
