Keith voted Tasha because he would have felt guilty voting for Joe after what happened. In San Juan Del Sur, he repeatedly said he tried to be a good dude morally (aka not lie, not be a dick, etc.) so he surely was just throwing away his vote. He knew Joe was going home, he just didn't want to actively help the cause.
