I think it's there to represent the sense, along with Reganism and self-actualization, that people had this desperate need to escape the dire here and now for something better in the 70s, even if it was all just a fantasy, a sentiment that lingers to this day.
It can also work as something more meta; To the people of the world of Fargo, maybe we the viewers are the "Aliens" they occasionally get a sense or a glimpse of as we watch their every day trials and tribulations. They're different so its hard to compare. I'm the biggest breaking bad fanboy, but season 1 of Fargo is truly wonderful. Billy Bob steals the show every scene he's in. One of the best roles I've seen him in recent times. Its a different atmosphere and feeling than breaking bad, but still has that dark humor probably even more so. Some great ... not really cameos, but actors you wouldn't expect playing roles you wouldn't expect. For example Dennis from its always sunny plays this tennis coach (I think, been awhile) who's banging some dudes wife. Season two is probably closer to the likeness of brba with the gang warfare and the muh territory now stuff. Highly recommend.

The setting of California had nowhere near the Gothic vibes that rural Louisiana did and I feel that ever present sense of something lurking deep in those woods really hurt season 2.
