The only real answer is that those are comic books born in another era. Spider-man is most modern as a concept and could adapt to our times better.
Supergirl is a sillier and dated concept: a female version of Superman who looks like an all-american cheerleader with a non practical miniskirt who smile while defeat cartoonish villains.
