Harrison Ford has made public statements years back that he would not return to Star Wars unless it was to give Han a proper Hero's Death. I don't think it's ever stated in anything that Plagueis' staff is also a lightsaber. In the (yes yes, not canon) book that shares his name he uses the staff later on after a failed assassination attempt against him, but I don't think he ever uses it to fight.
People just seem to assume it's got a lightsaber in it.
