In the books he's supporting "Aegon Targaryen", a random nobody raised to believe he's the true heir to the throne by a group of incredibly talented and righteous individuals. The purpose being that this fake Aegon, having lived amongst the normal folk of the world and remaining humble, will be a wiser and more capable king than any of the jokers vying for domination who throw Westeros into chaos over their petty wars. If he has to make up some backstory for the kid to get people to buy it, then so be it; it's for the good of everyone in long run. He's just playing the big con for a noble purpose. He sold Dany and Viserys to Drogo to get them out of the way for good, not to aid them.
In the show he has no plan because they cut the Aegon subplot, so they have to keep him as mysterious as possible so the audience doesn't realize he's a crock of shit.
