I'm not familiar with the comic series, but as an action move, it hits everything and it even gets obligatory eye candy in without turning it into a romance subplot.
The fighting scenes are great, the world and weapons are interesting without being too complex to get into, the cinematography...I don't know shit about cinematography, but it looked good.
I remember reading that the director always wanted to make this and was very passionate about the movie. I don't think he'll ever make a sequel considering how poorly it did.

There's controversy about this plot being similar to the one of The Raid: Redemption, but apparently, even though that came first, this one was in development first, and just took longer to get released.
It was an entertaining action film, but I don't think the film really gave the viewer enough to go on in order to get into the character of Dredd or flesh out the setting fully. It would be great if someone decided to fund a mini-series, but at this rate the film won't even get a sequel.

Then the ending portrays Dredd's character perfectly.when mama is threatening to blow up the building that's attached to her heartbeat, and dress doesn't believe her because he's too fixated on how many laws she broke, and gives her a hit of slo-mo and throws her out of the window

Nah, it wasn't as comedic as Judge Stallone, but there was plenty of dark black humor that fits right with modern Judge Dredd comics.
Shit like how the mall will be open in 10 minutes after the shooting, or how there's an active shooter, and if people need refreshments they can go to floors 2 or 5.
Or Judge Dredd just being so straight it was funny.

One reason Dredd might never have mass appeal to Americans is because, at it's core, Judge Dredd is a satirical take on the American idea of justice.
