Set your nostalgia aside, is this good character design?
The answer is no.
Up until you give him rocket boosters and pack him full of weapons it's a great design. I especially love how his head pokes out of any spaceship he's helping pilot.

I'd say so. It's a mechanic. Mechanics just need to bible to get around a garage, have access to tools, and the ability to talk to a vehicles systems.
The new ball on the other hand is dumb. It would have to be covered in ports if the tools inside don't move with the shell. If they do it would still be dumb because it would have to wiggle around to line up the computer arm with a jack.

Imagine. Imagine if Lucas pushed on to the sequels out of stubbornness. I grantee we'd see R2D2 duel a Sith with a lightsaber in one scene trying to rescue a bitching and moaning C3PO. He'd even do rocket boosted Jedi flips and everything while beeping and blooping quips to counter the ones the Dark Jedi makes.

He did, but honestly I wouldn't have cared so much if they were competent movies. But conflicting tone and lore was the least of the prequels problems. Jar Jar and kid Anakin too.
And Lucas would totally make R2 into a Jedi if he thought it was cool and it was viable in selling toys.
