It's not actually a structure, it's the world's first force sensitive droid SKTR-435R (aka Scooter). Scooter was in Cloud City and had a Force glimpse of the future where Luke and Vader fought on that catwalk and Vader defeated Luke causing him to fall to the darkside and the galaxy to continue living under the Empire's tyranny so Scooter went to the catwalk and hung off the side giving Luke a place to climb away from Vader and continue their fight until he had the idea to jump off.

Scooter actually went to Luke's Jedi Academy and become the first droid Jedi Master but tragically sacrificed his life to protect a class of padawans during a battle with Leia and Han's four year old son who was possessed by the spirit of an ancient Sith lord that slept in a crystal tomb below the Academy. Jedi Master Scooter was given the traditional Jedi Funeral Pyre and 21 Lightsaber Salute as dignitaries from worlds as far as the Outer Rim came to pay respects to his bravery and sacrifice.
