The 18 month thing was bit freaky I think because DW hadn't had a hiatus since it started in '63. It caused people to speculate and fear that the Beeb really was attempting to axe it. Also there was some really nasty business with the fan clubs and mailing lists going around at the time. Also JNT, Colin Baker, Michael Grade(BBC Controller) and one of the two sleeping with the other's wife(I think it was Grade).

Honestly though I have no idea why this show is so much hyped, I tried to start to watch it at least 3 times, but the stories are weak, the production cheap, acting is medicore.
There is no larger story line, just a guy going from one time to another, doing some shit.
It's like a daily procedural show. No big story arc, just monster of the week.

Big Finnish does this by having the characters describe what they see all the time (instead of having a narrator do it). The Discworld books do it all the time as well, it makes for surprisingly good exposition.
