Because Lucas was writing and actively making the movie with his youngest kids in mind, spitballing ideas with them and using them as a focus group for a flick he intended in part as an entry level for toddlers to kindergarten kids to Star Wars. Jar Jar was a bad attempt at a cartoon rabbit there to keep young kids engaged while watching the films with their parents, kids that are in their mid to late teens and early 20s now.

The racing was what I remembered most and thought it was pretty good plus maul was cool.

I was four when Phantom Menace came out. I don't remember seeing it in theaters, but I do remember rewatching it when I was about eight and I fucking hated it. I thought it was really shitty compared to the original trilogy, and although I don't remember cringing at Jar Jar's lines like I do now, I didn't like his character either. I do remember seeing Attack of the Clones in theater with my parents when it came out, and on the car ride home we shared a family conversation about how much it sucked. So Jar Jar really didn't work for me even as a little kid, I'm not sure if others enjoyed him but for me he was completely forgettable.
