Seriously, why the fuck does Attack of the Clones look so much worse than the Phantom Menace?
It was one of the first full length films shot with Digital and it shows.
Because so much more of it was CGI.
I remember seeing it in the theaters, and it was just a blurry 24FPS mess.
can anyone coherently explain why lotr trilogy looks so much better than star wars 2 and 3 despite being made at about the same time with similarly enormous budgets?

attack of the clones was 10% practical effects (humans) and mostly green screen/cgi. Phantom menance had a lot more practical effects

that is until Lucas went back and fucking changed even the prequels. Yoda was originally a puppet in the phantom menace, albeit an awful looking puppet compared to the Empire one.
The only thing practical that Lucas should never have given up on were the lightsaber battles. That final battle with Maul is literally one of the best.

Well, that explains some of it, but during sequences that are entirely CGI, the effects seem more lazy than in the first one, despite the two year difference. Was IL&M just overworked? Didn't they get enough time to prepare? My questions are semi-rhetorical, it is just so striking watching them back to back, and I remember also thinking this in the theater at the time.

Hell, just compare them with The Hobbit trilogy to get the same whiff as with the prequels on what happens if you don't take the time to plan and really think over things.

the quality of CGI isn't just whatever the standard is at the time. It's how much work is put into it. If Ep ! was mostly practical and Ep II was mostly CGI, then they'll be spreading themselves thin regardless of how far the technology had come in two years.

LOTR CGI was used to enhance scenes, not create them entirely. Although Peter Jackson even let this slip through his fingers in the third movie. Minas Tirith has a few silly looking moments.

Sure, but EP I was far from being that practical. It was more than Attack, sure, but not that much more, and though it really has some stand out stinker scenes, it's really not as bad as AotC's most noticeable stinkers.

Because Peter Jackson knew to use his computers mostly for compositing and blending. He focused on models and hyper detailed miniatures for backgrounds or landscapes. Cgi is really only used extensively for things that can't be done physically, like fighting a cave troll.
Lucas on the other hand, thought to himself, "it's the 2000s now. I don't need to go on location anymore. We can do it all with computers!" So a lot looks fake cause there was no motion capture for acting. It was just Hayden or Natalie standing in a blue room with a camera.
