he didn't have the same ideals as Melkor at heart, he was originally a Maia under Aule and liked creating things, but Melkor was able to persuade him in large part because Sauron (then Mairon, literally meaning the admirable) saw the Valar as wasteful and inefficient, and saw the strength in Melkor to the run the world in an orderly way.
