So if he was only at 30% power, how/why did Obi Wan let Vader kill him when Obi defeated him at 100%?
Because he only lost two hands and two legs. He's still organic.
Also, Vader lost all four of his limbs, so why does this only show one legs as robotic?

When Qui-Gon reports to Yoda about Anakin's high Midicholorian count in TPM, he calls it "midichlorian concentration." I think how Force accumen is measured is by how many are in each cell, not by how many are in the entire body.

He easily had twice the force-level of Sheev, if not more, before Obi-Wan goodfriended him at Mustafar.
After becoming a triple amputee his power only was 8/10ths of Sheev's. Still a lot, but not enough to overpower the Emperor.
