I guess because he's more of a "character" actor, like Wallace Shawn or Christopher Walken. He's used so that people can jump off the couch when they see him and go, "HEY, IT'S THAT GUY!" Plus, I haven't seen much of him outside of Sherlock and Star Trek, but he's good at playing the oh-so-superior genius or anti-social guy.
