If you account for how Tony is trying to arrest them not ill them which is why he's engaging in a fistfight it seems fine that two super soldiers and Falcon on one Iron Man in a physical altercation in which an indestructible arm and shield are involved being swung around by super-strength it's pretty believable they could overwhelm Tony.
It's the same reason Batman slugfests Superman with kryptonite. He knows Superman won't nuke him from orbit. Tony could kill all three of them just by having the suit lock on and fire, but he's trying not to kill them.
