There wasn't a galactic military during the time immediately prior to the Clone Wars because there were no galactic threats. Why, after centuries of relative peace, would systems voluntarily give up soldiers and scientists to a multilateral body that many people don't trust? The Republic almost certainly had soldiers, but only enough to act in a peacekeeping capacity or arbitrate local conflicts that had spiraled out of control. They were in no way prepared to fight a war on the galactic scale, because it would be impossible to justify maintaining such a force during peacetime. Furthermore, the existence of bodies such as the Trade Federation, which possessed paramilitaries of astounding organization and sophistication, meant the Republic could frequently afford to outsource fighting and dying to non-governmental bodies just by shifting some of the budget around. The Republic is constantly portrayed as a bloated, over-bureaucratized society which commands no respect or allegiance from its citizens - so why wouldn't the military be outsourced to mercenaries and provincial troops?
