Yeah, there's some distinct effort in the Hobbit movies.
It's just that they still suck.
The hobbit was shit because of way too much studio meddling, rather than jackson having way too much control. In the sense he started out wanting to make it, then the studio kept piling more requirements on him, and the project just spiraled out of his control until he eventually began to hate it, and still had two more full movies to shoot.
The prequels were shit because a retarded "ideas guy," who had never really contributed anything worthwhile to anything, was given absolute creative control and surrounded by sycophants because his name was prominent on the third (then second) highest grossing movie of all time.
The Hobbit movies were competently made but all that talent was in service of complete shit. There are virtually nothing redeemable in the prequels. Seriously get real nerds

The running theme of everything Peter Jackson did with the legendarium, is that things go great as long as Tolkien has anything to do with it, and then it falls to shit.
The best you can hope for in any of the six movies when the scriptwriters aren't on the Tolkien Auto-Pilot, is that it's a satisfying action sequence.
