Oh yeah it was definitely shot on video or at least meant to look like it was, that's part of the charm. High def transfers of video can still work though, especially if the low quality medium is part of the aesthetic.

My pbs station runs Keeping up Apperances plus some newer BBC shows . It wouldn't be that weird for them to have this show too
I'll have to find my old region one DVD. When I tried to play it on my computer it asked "would you like to change your region setting...you can only do this three times"
