I'm entertaining the possibility that Dodd and Hanzee caught Ed, seriously how is fat damon and his wife going to beat the Indian, and cut a deal with him realizing the fact that the Kansas city mob are the real enemy.
What Dodd offered him is set up a meeting with Milligan and the Kansas people, so the Gerrhards can sabotage them, then of course they'd just kill Ed after. It just wouldn't make sense with the Indian on the case for it to go any other way.
