It's not an anti-jedi weapon. It's a riot control weapon with a high electrical current. The trooper in question is pulling the weapon out defensively, as Finn had just ignited his lightsaber and actually goes on the offensive. The trooper has no choice, and it's clear neither of them are trained for this encounter.

Lightsabers were deflected by non-plasma weaponry all the time in every movie. Magna-guard sticks, Darth Vader's armor, the railings around the Carbonite Freezing Chamber, the railings aboard the Emperor's star destroyer, and so on.
However, even if this were a weapon designed to repel Jedi, when you consider that Luke Skywalker destroyed an AT-AT on foot using a grappling hook, lightsaber, and thermal detonator it becomes clear that the Empire or its replacement might have some keen interest in having stuff that can stop plasma.
