Sheev basically encapsulates everything wrong with the prequels.
His name is ridiculous, his plan is ridiculous, the way he gets power is ridiculous, the fact that everyone is so blind to what he is, and to everything that's going on is ridiculous.
But at the same time, he's only genuine character. He enjoys what he is. He takes pleasure in the fact that everyone is infinitely beneath him on all levels.
He's the one guy in the entire franchise from whom it feels like he's got some passion, instead of just being a drone. He's just the ring kind of silly to encapsulate what is wrong with the Prequels, and just the ring kind of entertaining to make us not care and enjoy the ride.
