I don't really read comic books, but as I heard civil war was supposed to almost be like an epic war with Iron Man leading one side and Captain America leading another.
This just seems like Captain tries to protect his fugitive friend while Iron Man gets sent to convince him otherwise. There's nothing "civil" or "war" in it.
